Aptana

Open-Source web development IDE. Currently runs on Windows, Mac, and Linux. This is, by far, the best replacement I've seen for Dreamweaver. Dreamweaver was always a favorite of mine (NOT the WYSIWYG part! I hate WYSIWYG!) as a code editor, especially since it was so easy to upload files to a server and test them. The only problem with Dreamweaver is it's proprietary and doesn't run on Linux natively (although it runs nicely on Wine).

hMailServer

Open-Source mail server software for Windows. Supports IMAP, SMTP, and POP3. Comes with an easy-to-use COM library.

Deifer Tools

A couple of useful tools for Dell laptops: Speedswitch and I8K Fan GUI. Speedswitch allows control over the processor speed in laptops, while I8K Fan GUI allows control over the fans and their speeds.
